It seems that Kb requires elevation to admin account status, to install and to run. You can right-click keybreeze.exe and choose Run as Admin to execute/begin the program, but it's definitely an unsafe method. Security-wise.
You can also, in the shortcut properties, Shortcut tab, Advanced, tick 'Run as Administrator' in a desktop shortcut. You'll be prompted for the admin password when you invoke it.
The trouble with installing and adding key words is that they're written into the admin-level data store, so when you try to run as a safe user (if you can) that account wouldn't be able to see the admin-level changes you added, anyway.
With vn3.5 Andrew said he was working on a fix to this bad behaviour but there's no evidence that it's been realised. Launchy might have to be the answer..
